Some, for a fee allow people to demonstrate their skills needed for a qualification and they issue a certificate to prove this. Others set up their website similar to real university. At a pretence of giving assignments to students which are never marked, they fool people into believing them to be real.

Also, it is very much possible for conniving individuals with little bit of publishing and design skills to easily come up with convincing looking counterfeit degrees.
