Taraba Launches CORE e-IGR Solution
The Taraba State Government has launched the automated system of revenue generation known as e-IGR, aimed at shifting from the old manual system to the electronic system of revenue collection.
During the occasion, the Governor, Darius Ishaku, stated that the ‘Rescue Mission’ cannot succeed unless the state had funds, hence the need to “device means and ways of taxing ourselves”.
He said the launching of the e-IGR was part of his promise for a public/private partnership in the State explaining why the state government had partnered with a private enterprise BizzDesk Group to bring the task to reality.
According to Ishaku, the e-payment system was deployed in salary payment of State and Local Government staff as well as Pensioners and therefore urged all MDAs to key into the exercise.
The Governor however, warned that “revenue accounts operated by MDAs, apart from the ones authorised by the Board of Internal Revenue were illegal and must be discontinued”.
Meanwhile, Gov. Ishaku decried the situation where natural resources like oil and solid minerals were the exclusivity of the Federal Government under the Exclusive List and suggested that the List should be devised in a manner that “the goose that lays the golden egg” partakes in the proceeds.
He further lamented that the State Government had charge over the land but only the Federal Government had access to the resources in the land.
The Governor who was recently at the Africa/Singapore Investment Summit, disclosed that so many investors were willing to come to Taraba but for the insecurity. He gave the assurance that they would soon begin to come in as he is doing all within his capacity to convince them.
He however stressed that unless the Government invests in essential infrastructure, investors may never come.
Earlier on in his opening remarks, the Permanent Secretary, Ministry of Finance, Saleh Kaka, stated that experiences from other states reveal that automated collection of revenue was better than the manual collection as transparency and efficiency would come to bear.
The BizzDesk Team, demonstrated the process of e-payment which include; enumeration, billing and collection of tax; generation of Tax Identification Number (TIN) and assessment of taxpayers.
His Excellency Governor Darius Dickson Ishaku launched the Core e-IGR. The Core e-IGR is a technology which is used in capturing the number of tax payers in the state and automatically followes up the tax payer. The event took place at the gym hall Jolly Nyame stadium Jalingo.
Governor Darius in his statement said it is his desire to revamp the IGR of the state and that is why he has gone this far to initiate a workable means of making this work. Ishaku said it is for this purpose that he was able to put the Jalingo airport into use making the flight daily. He said if we are to consolidate more on the rescue mission then other means must be initiated and that has moved him to getting a more viable means which is the Core e-IGR.
The Governor said severally he has cried out to the FG on the aspect of the mineral resources which is in quantity in the state but until now has not been addressed. He said the federal government can not own a mineral which is found beneath the surface and the state owns the land, this he said will bring rancour if not well addressed
Darius said it is his yearnings that his administration will continue to raise the morals of the teaming youths through empowerment and also to reduce the rate of unemployment. The rescue mission he said will stop at nothing in making sure that more means of generating funds for the state is worked out and that Taraba becomes an envy in the entire North. Ishaku said there are lots of things to bring into the state but connectivity most times is the problem because money begat money and more money begat bigger money.
Governor Darius said in his inaugural speech in 2015 he made mention of his administration’s enhancing pursuits in infrastructure, development and boast in agriculture. This he said has been a reference even outside this country and he will consolidate on the new revenue collection regime to build a standard Tax payers record and proper remittance. Darius said Taraba state board of internal revenue is the core arm of revenue collection and all others are illegal and must be discontinued immediately.
The Governor ended by saying if 1 million people pays 150 Naira per Annum as Tax then they would be increasing the state IGR with one hundred and fifty million Naira which will aid him to drill over 100 boreholes in different communities in the state.
The Permanent Secretary Ministry of Finance who spoke on how the state generates it’s revenue said Tax is one of the most means in which the state generate her revenue but unfortunately most citizens doesn’t like paying Tax and this has dropped the income of the state drastically. He said with the introduction and initiation of the Core e-IGR technology it will go along way in managing the generation of Tax digitally and also boast the savings of the state.
