I would guess that hookers and people who clean the bathrooms for minimum wage probably don’t see as much hope.

I don’t think that was the point exactly. I think it was more that in inner cities they can at least be sold the dream of rags to riches because they are surrounded by growth, and probably by richer people. In these towns there is more decay than anything.
