I think the main root of the issue here is that the businesses are creating a secondary ‘partially hidden’ fee instead of a base price increase. So when the customer gets their check and suddenly there is some unknown extra dollar amount they suddenly have to pay, it causes frustration. I think the correct approach would be to re-examine their prices and account for the increase to employee costs there.
