Vote Explanation for H.R. 21 — Midnight Rules Relief Act

Last week, I voted against H.R. 21, the Midnight Rules Relief Act. This legislation is identical to the version the House considered during the 114th Congress (see my vote explanation here).

While our federal regulatory process is not perfect, this legislation is overburdensome to future Administrations, and undermines much of the progress we have made over the past eight years.
