Vote Explanation for H.R. 3700 — Housing Opportunity Through Modernization Act of 2015
Today I voted in support of H.R. 3700, which passed the House 427 to 0. In Massachusetts, federal housing programs and rental assistance provide seniors, people with disabilities, veterans, and working families secure affordable housing. Studies show that, in Massachusetts, the majority of households receiving federal rental assistance are families with children, the elderly or the disabled. Moreover, these programs are proven to reduce unemployment, incentivize self-sufficiency, and enhance our communities.
This bipartisan legislation provides much-needed reforms to federal housing programs by granting greater flexibility to state and local housing agencies to reduce homelessness and improve access for low-income families to higher-opportunity neighborhoods. Moreover, the bill streamlines the administrative process by simplifying income deductions when determining tenants’ rents.
