Vote Explanation for H.R. 7 — No Taxpayer Funding for Abortion and Abortion Insurance Disclosure Act of 2017
This legislation prohibits the use of federal funds for abortion coverage or abortion-related services. I voted against H.R. 7 because it would ultimately lead to unequal access to abortion coverage. The poorest, least advantaged women often rely on Medicaid for health care. If signed into law, these women would now be required to pay for abortion-related services out of pocket.
Moreover, this legislation would also prohibit any person who has a healthcare plan that includes abortion services — regardless of whether or not they use them — from receiving federal tax subsidies. This would only increase the cost for care.
This bill, coupled with the expected loss of health care coverage for millions of Americans through Republican efforts to repeal the Affordable Care Act, is expected to result
in a higher number of unintended pregnancies and abortions. Consequently, women with already limited options resorting to dangerous methods to abort an unwanted pregnancy.
Women have a fundamental right to make their own health care decisions, and the government should not come between a woman and her doctor. That’s simply not negotiable.
