How to learn web frameworks

I think the sentiment of this post is great, but I think it’s really only useful in ideal circumstances. Sure, hiring managers *should* try to hire for capacity to learn the technology that the team is already using, but from my experience as a junior dev applying to places, it seems extremely rare that that is actually the case — especially when your resume has to get through a recruiter that is primarily looking for keywords usually consisting of frameworks (among others).
