The new commercial space would, in fact, not be built for the existing low income businesses. It would be built for the new businesses moving into the neighborhood, leaving the existing space for the older businesses. The more new commercial space that can be built to accommodate the new business moving in, the less likelihood the older storefronts would be displaced. (These new businesses could also contribute much needed revenue to the local tax base as well.)

Incidentally, many of these new businesses would likely be providing important services such as laundromats, groceries, and other needed goods that don’t currently exist in that neighborhood because not enough business owners are willing to locate in poorer neighborhoods. Not all of these new business are going to be selling $5 cupcakes as you so disparagingly suggest. Again, the anti-development policies you are promoting can hurt the very people you are claiming to help protect.
