I’ve written about this for open source projects as well. Make sure the developer docs are clear and easy to get started (even try it yourself). This shows the architectural leads are serious about growing the community.

Other things to check are the number of issues and if they are being closed. Don’t worry about the open number as much as the fact that issues are closed, regularly.
