Let’s take your example. I am the “customer” and you are the “call center.” I gave you actionable content by asking “who will own the domain of solving my problem?”

You wrote a lot of words, none addressed that question. That is why this idealistic call center to product owner to dev world you invision will not produce good software or products. It takes someone who can really condense complex issues into easy to consume concepts to produce really good products.

You are unable to define that role, but that’s only because you don’t want to backtrack on your points. That’s fine, you’re human after all.
