There are some things that can’t be done, even with the most flexible or powerful software. Usually this comes down to logical inconsistencies in the requirements, or a lack of complete information. However, most of the time when an SE says something can’t be done, they mean that from their understanding it would be way too costly to do it. Engineering after all is simply a combination of science and economics.
