This is utter crap. How on earth did we even get to the 20th century if this were true? Government consumption of more than 10% of the economy was a rare occurrence before then.

Also, your definition of public goods wasn’t even possible in previous eras, yet we somehow started the “virtuous cycle” enough times to get us to the point where you view penicillin as a right.
