Taken to the logical conclusion, everyone should pay $0 to the insurance company until they make their first claim, at which point they should pay equal or greater than the value of that claim… which is identical or worse than being uninsured. The whole point of insurance is to spread risk across a large group of people, who all have their own risk profiles but are unlikely to all claim at the same time.
