Handgun Qualification License training is a four-hour block of classroom education that includes state gun law, home firearm safety, handgun mechanics and operation, and an aspect in which the applicant must show the ability to release a handgun safely. Approved HQL training classes are provided by Maryland State Police Qualified Handgun Instructors who have created an account on the MyLicense/gov website. Maryland Handgun Training is valid for three years and must be finished before applying for a Maryland handgun qualification license.

What is the Maryland Handgun Qualification License?

A Maryland Handgun Qualification License (HQL) is necessary to buy, rent, or own a regulated handgun. To be eligible for the HQL, applicants must first complete approved firearms training on firearm safety and use, in addition to Maryland laws. Furthermore, applicants must undergo a background check and fingerprinting. The HQL’s goal is to equip people with the information and abilities needed to carry handguns securely within Maryland.

Who Needs Maryland Handgun Training License?

An applicant does not need a Handgun Qualification License if they are:

● A licensed gun maker.

● An active and retired law enforcement officer in excellent standing from a federal, state, and municipal agency.

● A current or retired member of the United States military, particularly the National Guard.

People who must have a Handgun Qualification License who are exempt from training requirements:

● Have finished a Maryland State Police (MSP)-approved certified firearms safety course.

● Completed a gun and hunter safety course and got a certificate of competency from the Maryland Department of Natural Resources.

● Is currently a certified handgun instructor.

● Is an honorably discharged United States military or National Guard member.

● Is an armored car firm employee with a valid MSP Wear and Carry Permit. Legally owns a firearm.

If you had a regulated firearm before October 1, 2013, you do not need to complete the course and can apply for the Handgun Qualification License.

The Licensing Automation Program Handgun Safety Training Initiation

The Firearm Safety Act of 2013 (FSA) drastically amended and increased Maryland’s regulation of firearms and ammunition and made significant modifications to associated mental health limitations on handgun possession. It also put into place:

● A new license, the Handgun Qualification License (HQL), will be deployed by October 1, 2013;

● A requirement for firearms applications to be submitted electronically;

● MSP must administer a firearm instructor licensing program.

On October 1, 2013, the Maryland State Police launched the Licencing Automation Programme, effectively implementing an automated Handgun Qualification License system. Following the HQL, the Licencing Division began developing an online ‘Portal’ with automated applications and processes to handle the additional licenses/permits issued by the Maryland State Police.
