Mr. Rice, I am sorry that you got insulted. 
Some people pointed it out before while attaching some kind of Dunning-Kruger effect graph.

The number doesn’t matter, even if the level was 50 instead of 90, some developers would still be insulted.

The point of “levels” was that it won’t take that long to become a developer who can actually work and be productive for the company. I think we all know that, if we have worked with interns or junior developers, some people catch up to new technology very quickly.
