FBI directors are famous for making notes and recording of private conversations. It’s why they decided to limit the tenure of any future FBI director to no more than 10 years (Congress extended Mueller’s tenure anyway, but it requires an act of Congress to do that).

J. Edgar Hoover did a lot of that, and then used the information to blackmail people. That’s how he gained so much power. And Comey was following in his footsteps.
