Absent “healthy mother”, yes. I never hear it used — and never use it — without “healthy mother” at the front: “healthy mother, healthy baby.”
In some settings “healthy” means “alive and will regain quality of life.” First-world obstetrics ought to aim higher than that, but yes, there are places where that’s in question. And yes, there are situations where mama might want baby to live, all else being equal — but all must be equal!
