2016 Monsoon Session Wrap-up
With both Houses adjourned sine die earlier this morning, it’s time to gauge Parliament’s performance this session.
As usual, PRS have the most comprehensive statistical review (see here and here, for example) and also a very nice compilation giving a short description of all the work done. The other usual suspects will be out with their reviews of the session soon too. I’ll add links to them as and when.
Any session that saw the passing of the GST-related constitutional amendment has to be termed fruitful, of course, and Friday saw the overhaul inch closer to implementation with the news that the Assam legislature has already ratified the amendment. Ratification, at the moment at least, looks a formality, and with the GSTN (the IT backbone for the new indirect tax system) already well in its development phase, a smooth transition on 1st April 2017 can be anticipated.
Overall, an encouraging session, despite some usual shenanigans…
