• Are the sponsors and cosponsors of a bill on the committee that the bill was referred to? For example, HR 193 was referred to the House Foreign Affairs committee, but the sponsor doesn’t sit on that committee.

You don’t actually say what this means. If the sponsor is on the committee, does that make the bill more or less likely to move on or stall out? Sorry, I’m a n00b at this level of watchdogging.
