First Of All: How To Use Plans:
As long as you have the plans, you’ll need to read them in no time before they appear in your crafting menu. In order to do this, you can find them in your Pip-Boy (under NOTES) and then select them. This applies even when you find a plan out in the Wasteland (not in the box or as a quest reward). The menu shows to interact with the plans would say “Read,” but in order to make them available you will still have to go into your Pip-Boy and choose to read them.
The Cache Plans Of Overseers:
To find useful plans, one simple way is to follow the quest of Overseer’s. The quest asks you to find the overseer’s caches left all over the whole Fallout 76 map, some of the caches even include one or more plans. The caches with plans in them seem to be in the places you will access earlier in Fallout 76, so you must focus on those areas rather than trying to make it to the high-level area like the Cranberry Bog. You have to keep that in mind (areas listed in alphabetical order).

You can find these plans in an abandoned campsite and it located southwest of the Sunday Brothers Cabin.

You can find these plans are in Monongah Power Substation MZ-01 in a tool chest inside the station.
