Which is precisely what happened, the very process by which our Democracy works, in fact. House Resolutions, (shorthand H.R.) get voted on out of committee where they get sent to the Senate, where as bills they get signed into law or vetoed by the President.

Sometimes a party out of power will present a resolution to be voted on by the full House just so that the members have to go on record as having voted against it. Think about how many times during the past two years Republicans have sent ACA-repeal through the mill; it was half for the practice of it, half to probably attempt to lure the American people into a sort of naïve somnolence but mostly to be able to go home to their red districts and campaign on.

I suspect that that is what was going on here.
