Basic Problem Properties: Individual profit is linear to effort * fish concentration. Fish concentration falls with Sumall (individual effort) over time. Monitoring of others effort is costly. Punishment mechanisms need to be majority approved and are also costly.
Who does it help if people have an incentive to guess what the majority wants?
