I would venture out to say that getting good at complex problem solving is valuable now just as it’ll be valuable in the future. If you’re faced with resistance from a traditional institution or a command-and-control mindset, asking how to add value within these restrictions is a complex problem in itself. By asking that question, you’ve already done step one.
What’s a good second step is finding others around you who share the same beliefs about new ways of working. Find others within your organization (or city, to your point) who champion similar viewpoints about new ways of working, and with their help, teach others these ideas. In our work, we find that facilitating change in a traditional organization works best teaching these concepts to the executives/leaders first. Done right you’ll help more and more folks adopt this mindset, and will definitely add value. Hope this helps!
