This implies some sort of formal civil society space broader than the MSF within which this organisation can take place: either an existing civil society forum, or an open gov network created explicitly for OGP engagement.

Perhaps another way of putting this point should be: civil society participants in the MSF should be selected by civil society, and not by governments.
