To support implementation of these guidelines I wonder if it might be possible to provide some example best practices from countries, or to even provide some suggested templates that can help with this.

From a data management point of view, it would be great if status information was kept in common structured spreadsheets, and there was consistent referencing of commitments by plan year and commitment number (e.g. ‘2016.05') or similar.
