Yep, we need price gouging laws. When disaster strikes the market is broken and no longer can be free. Price controls and anti hoarding laws need to be applied in times of severe shortages. In the disaster area, maybe marshal law should be declared and instead of price gouging and looting the goods should be confiscated (records kept and owners compensated) and distributed by the authorities. In a disaster, food, water, medicine, fuel are all critical public goods that need to go to those most in need not those with deep pockets.
