I get your distinction, which is really valuable, and find the guidelines v helpful.However question whether uber won’t be disruptive. What is happening is people are replacing second cars because of uber density in their area, school runs are managed by uber in some cities. So whilst as you say at a taxi service level it isn’t disruptive, I think over time it has reframed itself as a result interestingly enough, of consumer choices rather than their own intent (possibly – who knows what goes on inside uber?)
