The disconnect is around work. Dem policies are detested precisely because they are handouts. Programs like Social Security and Medicare are seen as insurance programs, not handouts — rewards for a lifetime of work. The minimum wage is “fair”, but it’s a wage paid for working. So if you want to win over lower-income voters, tie social programs to work. Bernie’s “free college” programs, for instance, would probably fly further with the caveat “if you work during the summer and part time during the school year”.
