In an era where urban landscapes morph with the rising sun, the pursuit of sustainable and integrated territorial development is not just an ambition but a necessity. This imperative echoes loudly in the corridors of global urban policy, notably through the lenses of the Sustainable Development Goals (SDGs) and the New Urban Agenda. These frameworks have cast a spotlight on governance, identifying it as a pivotal driver for steering the urbanization chariot on a path of sustainability. The UN-Habitat’s Strategic Plan for 2020–2023 crystallizes this perspective, positioning governance as one of the four cardinal drivers of change.

The Emergence of New Governance Paradigms

Urban transformation is not a silent affair; it is loud, pronounced, and demands adaptation. This dynamism necessitates a fresh appraisal of governance approaches, particularly those that embrace the metropolitan, territorial, and regional dimensions. As cities expand and blur into their rural peripheries, the call for territorial, multi-level, and supra-municipal forms of governance grows louder. Such frameworks promise a more harmonized management of the spatial interdependencies that crisscross local and jurisdictional boundaries. In essence, the aim is to cultivate an integrated approach to territorial development that respects the unique yet interconnected fabric of our urban-rural continuum.

The Governance Assessment Framework (GAF-MTR)

At the heart of this new governance vista is the Governance Assessment Framework for Metropolitan, Territorial, and Regional Management (GAF-MTR). This framework is not just a tool but a compass for navigating the complex terrain of urban governance at various scales. It introduces three critical dimensions and six factors essential for assessing governance in metropolitan, territorial, and regional contexts.

1. Institutional Solutions: This dimension shines a light on the formal and informal arrangements that underpin governance structures, acknowledging the dual nature of institutional ecosystems.

2. Decision-making: Here, the focus shifts to the political dimension, emphasizing the roles of governing bodies and the significance of knowledge management in steering urban governance.

3. Collective Action: Recognized as the instrumental dimension, it encompasses administrative acts and development visions, underscoring the collective journey towards sustainable urban development.

Inspirations from Around the Globe

The GAF-MTR draws breath from a variety of global case studies, ranging from Valle de Aburrá in Colombia to Singapore. These examples serve as beacons, illuminating the possibilities of integrating territorial governance frameworks that are both purposeful and inclusive. They showcase the power of combining fit-for-purpose institutional solutions, representative decision-making processes, and collective actions to foster a cohesive approach to territorial management.

Tools for the Trailblazers

To aid in this exploratory journey, the GAF-MTR provides two invaluable tools: the Metropolitan, Territorial and Regional Governance Assessment Tool and the Governance Scorecard. Together, they offer a qualitative methodology for assessing the institutional, political, and instrumental dimensions of territorial governance. Through a series of criteria and guiding questions, these tools empower policymakers, urban planners, and stakeholders to gauge the efficacy of their governance frameworks, fostering a more sustainable and integrated approach to urban and territorial development.

Charting the Course Forward

The journey towards sustainable urbanization is complex and fraught with challenges. However, with governance as our keystone, and tools like the GAF-MTR at our disposal, we are better equipped to navigate this terrain. By embracing new governance paradigms that value integration, collaboration, and innovation, we can ensure that our urban and territorial development strategies are not just sustainable but also inclusive, resilient, and adaptive to the ever-changing urban frontier.
