I had a high school German teacher and a college writing teach both teach this way. Assignments were ‘commented’ on more often than graded. The German teacher’s philosophy was that he actually wanted you to learn German, so he gave you many attempts to iterate and learn. My writing teacher handed one paper back to me five times through out the semester. I consider both classes the most impactful and the most enjoyable that I’ve experienced.
