While I agree that this may partially be an indication that they don’t perceive giving feedback as useful, it’s also very possible that they only said they were motivated on the survey to avoid feeling bad about themselves. If someone says they get frustrated and then admit they’re lazy and don’t do anything about it, it makes them feel bad. They don’t want to feel bad, so they lie on the survey and say they were motivated to feel good about themselves.
