Trying to change ‘culture’ via legislation does not really seem to work. While I think it is symbolic of good intention, the reality of it does little to accomplish the goal. What would a better way to approach it be? I think the example of Mothers Against Drunk Driving is a good one. While changes to the laws in that case also made a difference in keeping drunks off the road, MADD’s best work, according to me, was doing such a fantastic job of changing the culture around drunk driving and instilling some personal responsibility in all of us.
