Most anti-gun proponents would argue that the problem is that pro-gun advocates would refuse to consider training as a prerequisite, which is just false.

In order to carry a collapsible baton I needed to register for a guard card, pass a test on the rights of the citizenry in a “citizen’s arrest” situation, and take a physical education course on the operation of the baton — in addition to the years of training I already had in Arnis. I (and many other pro-gun advocates) wouldn’t mind this prerequisite for concealed carry either.
