The lock for a network connect is used to indicate an active VPN connection where you tunnel encrypted traffic over a transport network. (e.g. VPN connection to a corporate network over the Internet). It applies to both wired and wireless connections. It’d be very confusing to have the lock being used to indicate a secure WiFi connection.
