How to get Electronic Identity Card in Italy

This is my first article in Medium.com portal. I want to share my experience on getting Italian Electronic Identity Card, which can take time between 10 and 50 days. So if you make something incorrect during documentation proccess, you may wait even more days and things get confused.
But, don`t worry, I will guide you step by step. And also you will get answers above question reading this article. If you are ready, let`s go.
A) Before requesting an Electronic Identity Card, you have to be resident in Italy (for our article a city is Rome).
B) We will discuss about getting an Residency and learn how to do it step-step:
— — — Do you have any residency in Italy? If “Yes” go to the Step 3, if “No”, continue with getting residency in Rome for the first time.
— — — If you are Non-EU citizen continue with Step 1, if you are EU citizen, jump in to the Step 2
Step 1. Non-EU citizens must get residence permit
As a Non-EU citizen, you must have a valid visa to enter Italy before starting the residency registration process. With this out of the way, you’re only three steps away from registering your residency in Rome!

Once you get your Permesso di Soggiorno, you’re all set to start applying for your Italian tax ID.
Step 2. EU citizens can get tax ID directly
Since Italy is part of the EU, citizens coming from EU member states benefit from an eased residency registration process. You are ready to get Italian tax ID (Codice Fiscale).
2. Acquiring a tax ID.
a) The process of getting your Codice Fiscale start with a visit to either “The Single Desk for Immigration” (Sportelli Unici per l’immigrazione) or the local police headquarters.
b) As an alternative, you can request it directly to a territorial office of the Italian Revenue Agency (Agenzia delle Entrate)
You need to book an appointment. Don`t forget that woking hours (between morning and midday).
You’re expected to bring at least one of the following documents with you:
- a valid passport with visa (if required), or any other document accepted by the Italian authorities
- a certificate of identity issued by the Italian diplomatic or consular authorities of the Country of nationality (with photo)
- a valid residence permit (permesso di soggiorno)
- an ID card issued by the municipality of residence in Italy (not our case)
You’ll receive a paper with your tax ID on the spot. The physical Codice Fiscale card will be sent to your listed address within a month if you indicate your living address during the request.
3. Acquiring a residence certificate (Certificato di Residenza)
C) The final stop of your registration journey is at your local registry office (Anagrafe of the comune (municipio)). This is where you formally register as a resident.
When you reach any of them, you will take an paper appointment from machine. You must prepare the following documents for your application:
- A filled-in declaration of residence
- A copy of your accommodation contract
- residence permit (Permesso di Soggiorno) or receipt of it
- Italian driver’s license and/or vehicle registration details of any means of transport owned (car, motorbike…)
- The composition of your family — If you live with your family, or you want to register dependent family members moving to Italy, you also need to present the marriage certificate and the family status (“stato di famiglia” in Italian). Mind that if you come from another country the documentation must be translated and legalized.
- Codice fiscale
(Please mind that if you have a rental or a loan agreement, the landlord must sign an agreement to authorize you to get the residenza at that address, attaching a copy of his/her identity document)
You will be registered and recieve receipt of registration:
The registration must be confirmed to finish procedure. This means that the Anagrafe will have 45 days to examine the documents you have submitted and to check that you actually live where you have declared. Someone from the Anagrafe will visit you at the address that you gave when you applied for residency. Make sure that you put your name on the bell, so that the officer of the Anagrafe will know where to ring.
It is not quick procedure. After the officer of the Anagrafe confirm that every thing is OK, you have to wait Comune finishes registration preoceedure. Whenever it is completed you will receieve an email notification about completion. Now it is time to get CIE (Step 3).
Step 3. Geetting an Identity Card
The request for the electronic identity card must be presented using the Online Booking platform or the other channel made available to the Consular Office of reference.
It is better open an account before booking, doing that you can upload passport size electron photo in website and during an appointment you can use it. Use this link to open an account.
At the appointment, the citizen must present the following documents :
— only valid documents (if you don’t have one, you have to present yourself with two witnesses);
— the tax code or health card;
— the passport photo in paper format, unless you wish to upload it online;
— the payment receipt, if the payment (€ 22) has already been made;
— the report in case of loss or theft of the previous identity card;
— the old identity card in case of renewal;
At the time of the appointment, the consular operator will acquire the photo and, except for children under 12, the fingerprints and signature , which will be securely recorded within the microchip present in their CIE and not deposited in any other place. You will fill blank form:
The CIE is printed and then delivered by post to the residence address declared by the applicant, by the State Printing Office and Mint, within 6 working days after the request.
D) The total cost of getting Identity card in Rome ranges around €105 to €420. Find out what makes up that amount in the table below:
