In my opinion, you’re already getting at the answer.
Most people can recognize Norah Jones’s voice when one of her songs is on the radio.
Writers could potentially achieve the same, albeit that it’s more abstract. We don’t sing, although our words might.
As a writer you have particular mannerisms if you will, phrases or expressions you like to use. A particular play on words, some authors use a lot of adjectives, some don’t. I guess it has a lot to do with style.
In your example, that particular author apparently has a talent to convey a particular story with clarity and integrity. Some writers are more vague and beat around the bush. All these elements, in my opinion are aspects of a writer’s “voice”.
One may instantly recognize phrases belonging to Oscar Wilde, or Ernest Hemingway. There voices are loud and clear 😉
