Great that it unfolded like it did! Unfortunately banks and other companies with restrictive policies have a totally different reality. As a front-end dev in a dept. attached to Sales and not IT I can say that any request submitted to IT is met with a big NO, even if it has gained substantial traction. And those requests are not about doing a fancy redesign but about obtaining permissions to use tools essential for front-end dev (eg. how to do cross-browser testing when you may only use IE/Chrome (without extensions)??). Often requirements are just impossible to satisfy due to the over-restrictive IT policy and ambitious projects eventually all hit a brick wall ☹.
