It was the only significant reform Ukraine succeeded to implement over last years. Reform of banking sector with independent central bank was widely seen in and outside of the country as a success story unlike many other reform attempts. Public administration reform failed almost immediately after it was announced as post-Soviet power structure does not accept even some degree of independence of administrative apparatus. Police reform has been widely criticized as it seems to change only uniform, not the way how police benefits from illegal activities. Anticorruption reform introduced e-declaration and created new anticorruption bodies, but corruption culture easily adopted to both and continue to flourish. Healthcare reform has been advanced the most but at the crucial moment pro-reformist minister was fired and old bad practices seem to be back. Judiciary or education reforms have never actually started.
So, banking reform was at least one for Ukrainian authority to present to IMF and other donors, but it seems to be over now.
