I find it is much more productive to think of these things as networks and do away with the tree-lined thinking that prevails modern organizational mindsets. There’s a good RSA animate video on that idea:

That being said, applying this notion of chaos to various parts of a network is a good way to model information asymmetry. It’s a fascinating idea to apply chaos theory to networks and I think you are on to something here.
