If you had the chance of going back in time, would you prefer to determine the standard at the beginning of development?

We develop potentialy massive web app which consists of multiple separate apps. Right now we are debating if it is reasonable to set a standard now when we do not need it — it would prolong any work.

Did you standardize existing code when the need of a standard emerged?
