Dear Members of the Committee,

I apologize for the poor translation from Russian to English of this text, as I don’t know English.

Despite the chance to be seen as a populist or like the banal inventor of the “Perpetuum Mobile”, I’ll take to say boldly, that the project that is been suggested by me will help mankind to do a significant jump in his development.

I’m absolutely sure that mankind is losing today 90% of its creative potential that it got from its creator, that’s happening because most of the parents, even the loving, caring, educated and wealthy ones, that live in developed and democratic countries don’t know how to find and nurture the talents that hidden in their children.

But the specialists and these institutions, which supposed to deal with it in a large scale don’t exist in the world.

In a result, the society is losing a huge number of specialists, which these specialists could have been the same children that their talents weren’t nurture in their youth.

In my opinion, the solution to this problem is found in a right education, studying and right nurturing of our children, from their first months and even from their first days.

Education, studying and right nurturing need to provide high intellectual professionality with high education in the pedagogical, medicine and children-psychology areas. We will call this professionals in the good old word “teachers” (choosing the candidates to the teacher’s job, teaching them and preparing them — is a different and very important subject).

“Growing” the children, in my opinion, should be done in a groups of 8–10 people under the teacher’s supervising and it should be done in a studying and educating institutes (nursery school, kindergarten, school, college, university — doesn’t matter how we call them). During the years of “nurturing” every teacher can recognize his students’ abilities, which appear in every specific stage of their lives, to advance and improve this abilities. After finishing a specific period of time of learning in a group (2–3 years), students (children, teenagers) should and need to be divided by new groups that suits each ability that appeared in this period of time. Of course, that the final decision of where, how and what group the child will be belong, will be belong to the child himself and his family!

As a result of this selective work each “nurtured” by the age 15–18 will be a specialist from the first row, in the same area he chose.

For understanding the first step of the project, need to be founded a living area (city, area, campus) in a territory of an advanced democratic country. This area should be from the beginning of it an educational institute, to educate and nurture the children from the first steps of their lives. In this institute should always be organizations for understanding the ideas and abilities of the institute’s students and the specialist that grew and nurtured in it. In the end of the first step of this program (15–20 years) the foundation (factory, company, government) that launched that project:

a. Would take part in many leadership’s areas in the human activity.

b. Could move on to the second step — building a new educational system, teaching and educating children in every place this foundation (company, government) will be invited.

P.S. I don’t see in my proposal an original idea. I join my voice to the choir if many others that live or lived, like Tommaso Campanella, Thomas More, Francis Bacon, and many others.
