It is the difference between up front planning with few change decisions and a rolling wave planning that benefits from feedback with more accurate information.
Complexity and incertitude based problems have only feedback based solutions.
Time baskets of options ~ work with periodic/continuous change decisions based on feedback feedback.
The metaphor is great because we should not forgot to exercise the feedback based decisions.
