Thanks Johan. I sympathize with your arguments. But getting a single city or town to implement even some of your ideas is woefully difficult. Bureaucratic inertia is extreme when calls for action such as yours are diffuse. I believe that a “decentralized lobby function” is needed to focus interested citizen’ efforts in order to bring enough impetus to force change at the local, regional and state levels. Without concentration of public opinion, the systems have too much interest in implementing the status quo.
