No, I don’t think so, Ian: Art 50 requires the notification of the trigger to be within a member state’s constitutional requirements. Once that trigger has been pulled, the process is fairly straight forward (bear in mind there is an automatic end to it). I also doubt member states would be inclined to grant this by way of negotiation, etc as it would set a very poor precedent for others wanting to test the waters with their own population.
