Not really. If the Republicans honor the spirit of the ACA, enforce the mandates, maintain the subsidies (for both the insureds AND the subsidies to the insurance companies to participate in the exchanges), enforce the profit limits on the insurance companies, and generally quit sabotaging the system, yes — failure (if it occurs) would be owned by the Democrats who passed it.
However, if the ACA collapses due to the sabotage brought about by Trump or by Republicans in Congress, they will be branded as the assassins.
