The only problem with allowing the states to decide their own environmental laws is that nobody’s figured out a way to keep a state’s water and air firmly within state boundaries. Rivers flow into other states. Air moves into other states. When you pollute the air or dump hazardous crap into rivers, other states feel the impact.
