I hear what you’re saying, but I disagree. I think it is reasonable to expect a Microsoft article about implementing something cryptographic to be a reasonable basis for implementing something cryptographic. They built the libraries. We’re not all experts, and while learning something is important, so is being able to trust the supposed experts for at least your first step.
