I believe Harry Reid voted no because it is a parliamentary procedure for majority and minority leaders in the Senate to allow them to re-address the legislation at a later date.. The Manchin-Toomey gun safety bill introduced shortly after the Sandy Hook School massacre was an excellent bill to gain Republicans favor…many elements of the bill any gun advocate would like. It failed due to the Republican filibuster that requires 60 aye votes to end debate and bring the bill to the floor for a vote. Again today, two gun safety amendments…universal background checks and preventing suspected terrorists on the watch list from purchasing firearms…failed due to the filibuster.
