Do User Personas Apply to Marketing?

So why are user personas a preferred tool for start ups then? Is it more likely to find this procedure in a start up then in a big company? Is it maybe just a question of resources? Do large companies feel more secure relying on big data than making up fictive charcaters to match with their ideas?
